In 2022, the Ministry of Digital Development managed to pass six significant bills, with another 22 in the works, Minister Maksut Shadayev said at a meeting of the State Duma Information Policy Committee, which took place on March 15.
The most significant work of the department last year was the draft law on digital services, state information systems (GIS) and biometric data identification technologies. Also, much attention was paid to issues of protecting citizens' rights on the Internet in 2022.
Another significant bill that was adopted in 2022 is on the creation of government agency websites on social networks. In the near future, it is important to consider a bill concerning the use of e-government services on other digital platforms; it has already been submitted to the State Duma, said Maksut Shadayev.

It is also important to establish the use of the public services portal to provide consent to the processing of personal data (PD), provide the opportunity to see these consents and, if necessary, revoke them
According to the Minister, the comprehensive bill that regulates issues related to the development of the e-government infrastructure is of considerable importance. He noted that the Accounts Chamber proposes to legislatively enshrine the concept of GIS.
The next area that the ministry pays great attention to is the protection of personal data of Russians. The idea of introducing turnover fines for leaks has been discussed by the Ministry of Digital Development since April 2022. In July of the same year, the department announced that it had begun preparing a corresponding bill. It proposes introducing amendments to the Code of Administrative Offenses, according to which a company where a leak occurred can be fined 1% of its annual turnover. The fine will increase to 3% if the company tried to hide the problem.
Now the Code of Administrative Offences is in effectprovides for fines for data leakage for legal entities in the amount of 60 thousand to 100 thousand rubles, and for repeated violations – up to 500 thousand rubles.
Maksut Shadayev said at the meeting that the bill on introducing criminal liability for the theft and sale of personal data, as well as turnover fines for their leakage, is planned to be submitted for consideration to the State Duma in April.
IMPORT SUBSTITUTION IN HARDWARE AND SOFTWARE

Maksut Shadayev noted that several thousand Russian BS with domestic software will be delivered to Crimea this year. He also pointed out the importance of adopting a bill that will ensure the joint use of stations by operators.
